virtualdub has filters to do this - not a friendly program at first, however
you can do it in Womble and is quite straightforward 'video - filters -
crop' go

What are you using to: "convert video to DVD format"?

Most MPEG Encoding programs include a crop function
applied to the source prior to encoding.

If you are using a program that will accept something other
than DVD compliant MPEG and then transcodes that to
author the DVD, you may be out of luck.

If you were using separate Encoding and Authoring programs,
then you would just use the crop function in the Encoder.

If you have .avi files as your source then VDub would work,
but may add some time to the process.

Two suggestions come to mind, both using the same program, TMPGEnc
Plus to do the cropping along with a couple of other programs to do
some other chores. The first is to run your MPEG2 file through
DVD2AVI so that you have a d2v file and an MPA file. Then use
something like BeSweet to convert the MPA file to a WAV file. Now
feed these two files into TMPGEnc Plus and use the Clip Frame function
to trim off what is necessary. The other method is to write an AVS
script using the Crop(0,0,0,0) function - replacing the zeros with the
number of lines you wish to crop on sides, top or bottom - to trim off
the amount you want. This will, of course, require that you have the
latest AVISynth installed for the Crop function to work and you will
still need to do the same initial steps outlined above so that you
have a d2v and a WAV file to input into TMPGEnc Plus. This is the
method I usually use since I also generally deinterlace my captures at
the same time using the FieldDeinterlace command.
