First you shouldn't have needed "DVD Decrypter", unless
you are encrypting your "old home movies".
To do what it sounds like you want, I would think
www.womble.com 's MPEG Video Wizard or their
new MPEG Video Wizard DVD, is a perfect match.
It will let you keep everything in DVD compliant
MPEG, so you won't have any conversion loss.

It makes frame accurate cuts in MPEG as well.
You add Chapter points during the Author process.
