I have a lap top with a dual layer DVD burner. It is a Matshita UJ-831D
dual layer DVD R / RW+/-.
I normally use DVD shrink to do all my copying. A few times I got message
that the drives Region Code had to be changed and that I had only 5
remaining.
So it allowed the change five times then it got locked.
That means if the Region Code is anything other than the one to which the
drive is set then it is unable to even open the DVD.
So I did a little research on the internet. I found among the solutions
suggested ... (a) Reinstallation of the Operating System
(b) Firmware upgrade flashing.
Solution (a) failed
Solution (b) unable to find a firmware upgrade for this one.
I dont know that there is a easy fix for this problem without buying a
new drive.

Any helpful suggestions will be greatly appreciated.

The best thing is to get a program like dvdidle or the cheaper versions of
it

No fuss they just work

www.dvdidle.com I have been using this for 4 years now.

I am only a user and have no connecting to this product.

No it's not locked in the registry it's in the DVD unit itself. I recently
swapped my LG unit into a virgin computer and guess what "no more changes
allowed"

I had this problem here in Region 4 land with my Pioneer unit. Only
two changes of region allowed, and couldn't find a solution anywhere.
Now I have both DVD Region+CSS Free and DVDRegionKiller V2.5 running
in the background -- don't know which program does what, but they're
both invisible, and I've had no problem with region coding ever
since.
