The answer to that question largely depends on what speed it is running at
the moment.
Is it going to make any difference in Vista?
The answer to that question is probably no. Vista eats resources like a pig,
and on a system of the age you are talking about, it is unlikely (unless you
have sh*tloads of memory) that you will get anything like usable performance
out of it, no matter whether your CPU core is running at 1000 or 700 (or
whatever) MHz.
If your graphics card is of similar age to your processor, you will also be
unable to run Aqua, oops, sorry, Aero Glass. As such, even Vista's eye candy
will be unavailable.
If you have not bought Vista yet, I would suggest you simply abandon the
idea to do so, for the time being at the very least. The current release
build is a bit crap (which is why MS are accelerating SP1 with reckless
abandon), and won't do anything worthwhile that you can't do even quicker on
XP.
If you really want Vista's look, there are plenty of third party themes and
bits that will recreate Vista Desktop Basic on an XP machine.
