I need to remove the cover of the 9900 to recover inks. A replacement
printer has already arrived, but our old one will not power up so we cannot
move the print carriage.

Any assistance is appreciated...we are hoping to not have to take it to a
service center.

As expensive as they are, you really don't want to reuse the old ink tanks.
Assuming the printer is under warrenty, evidence of tampering may cause some
problems.
