I've got a iP5200 that I've been refilling without problems.
What do you mean by a "Lockout"?
Do the non-genuine carts have the little electronic chip on them?
I found that when the Canon cartridge was deemed to be empty by the
software, I just had to keep clicking on (I can't remember the exact
name) OK to keep printing. Probably had to click on this a dozen times
& eventually it stopped popping up.
Of course it's up to me now, to keep on eye on the carts.
